‘Expropriation without compensation an aspiration’

Expropriation without compensation was an aspiration and not African National Congress (ANC) policy, Rural Development and Land Reform Minister Gugile Nkwinti said on Tuesday.

Briefing journalists on several bills addressing land reform, an emotive issue in South Africa, Nkwinti said expropriation without compensation was on the agenda during a Cabinet lekgotla before president Jacob Zuma delivered his state of the nation address in February.

Foreigners would however be able to lease land. Nkwinti gave the assurance that “there will be no arbitrary taking away of their land”.

Asked whether this proposed law would apply retrospectively, Nkwinti said they would approach the courts to seek advice.

“We said as a department we would seek a declaratory order on that point because South African law will not accept or agree that you dispossess somebody without just equitable compensation so we are mindful of that,” he said.

A key feature of the bill is the creation of a Land Commission which would register all agricultural holdings in the country with owners having to provide details of their race, gender, and nationality.

SA food and non-alcoholic beverages price inflation decelerates further to 3.5%

Food and non-alcoholic beverages inflation decelerated to 3.5% in March 2018, from 3.9% in the previous month. This is the lowest levels since December 2013 – thanks to last season’s robust crop output, as well as deceleration in meat price inflation. While there might be a slight uptick in the coming months in anticipation of the VAT and sugar tax effect, we expect the food and non-alcoholic beverages price inflation to remain at fairly low levels this year cushioned by a large grain stock from the current marketing year, as well as the expectation of a fairly good summer grain harvest.

One of the products that are in deflation within the food basket is bread and cereals, falling 4.8% y/y in March 2018. This is likely to be the key theme over the next couple of months as South Africa is set for another good crop harvest, albeit being lower than the 2016/17 production season. The latest estimates point to 12.42 million tonnes of maize this production season, which is well above the annual consumption of 10.5 million tonnes. There will be large carryover stocks of 4.1 million tonnes from the current marketing year, which will boost South Africa’s maize supplies in the 2018/19 marketing year that commences in May 2018. All this will keep maize prices at fairly lower levels, which bodes well for food inflation. Moreover, the recent 45% decline in wheat import tariff to R394.85 per tonne also bodes well for food inflation for the coming months..
Meat price inflation slowed to 10.0% y/y in March 2018, from 11.4% y/y in the previous month. While a welcome development, the ongoing cattle and sheep heard rebuilding process following drought conditions could keep meat prices at relatively higher levels compared to other products. Data from the Red Meat Levy Admin shows that farmers slaughtered 185 262 head of cattle and 286 564 head of sheep in February 2018, which is 11% and 23% lower than the corresponding period last year.
On balance, the relatively large grain supplies, a recovery in the sugar belt and a decline in wheat import tariff could contain food inflation at fairly lower levels in the coming months.

Spain again a leading buyer of SA maize

The weather forecasts have changed overnight and currently shows a possibility of dry and cool weather conditions over the South African maize-belt within the next two weeks. This bodes well for the crop ahead of the harvest process in dryland areas. There could, however, be light showers in parts of Mpumalanga and Free State provinces within the next eight days, but that might have minimal impact on the crop as the week thereafter promises cool conditions.
Furthermore, the maize harvest process, currently underway in the irrigation areas of the country, could gain momentum within the next two weeks. Overall, South Africa is in for a relatively good maize harvest in the 2017/18 production season, estimated at 12.8 million tonnes. While lower than the previous season’s harvest, this is well above the long-term average production of 12.0 million tonnes.
In terms of trade, South Africa started the 2018/19 marketing year on good footing with exports amounting to 65 753 tonnes, which equates to 3 percent of seasonal forecast. About 96 percent was white maize, with the rest being yellow.The leading buyer was Spain, accounting for an 81 percent share of weekly maize exports.
This is the second consignment of maize leaving for Spain this year. It is unclear whether this will be utilised in animal feed or human consumption. The typical supplies of maize to Spain are Brazil, US, Ukraine, France, Romania, Canada and Bulgaria, amongst others. Almost all these countries largely produce yellow maize. Therefore, it is possible that Spain will utilise the imported volume in animal feed market.
Also worth noting is that over the past 5-years, Spain imported on overage, about 6.4 million tonnes of maize a year. Hence, this could be a good long-term market for local farmers as South Africa is typically a net exporter of maize.

South Africa’s maize harvest process is largely depended on the weather

The progress of South Africa’s harvest process is largely depended on the weather. The past few weeks continued with minimal interruptions due to favourable weather conditions, but the forecast for the next eight days shows a possibility of rainfall over the maize-belt which could subsequently slow the harvest process, particularly in the Free State and North West provinces.
What is more concerning is that the expected rainfall could be over 25 millimetres, which increase the chances of quality damage of crops. These showers are, however, temporary, as this is not a rainfall season in summer crop areas. The weather forecast for the week of 25 July 2018 shows clear skies over most parts of the maize-belt, with the exception of the southern parts of the Free State province. We will closely monitor the developments over the next couple of days.
As set out in our previous notes, this season’s maize harvest activity is behind normal schedule due to the late start of planting activity which was caused by unfavourable weather conditions, particularly in the central and western parts of the country. On 29 June 2018, about 31 percent of the expected harvest of 13.2 million tonnes had already been delivered to commercial silos.
An update for the week of 06 July 2018 will be released at tomorrow. The data will most likely show an uptick in activity given that weather conditions were fairly favourable in the past couple of weeks over maize producing regions of the country.
Aside from that, at midday SAGIS will release South Africa’s grain trade data for the week of 06 July 2018. The exports for the last week of June were disappointing, amounted to 63 412 tonnes of maize, down by 16 percent from the week of 22 June 2018.
