								<content:encoded><![CDATA[<p>Die minister van Landbou, Senzeni Zokwana, het drie instansie aangewys op 13 Januarie 2017 om verskeie plaaslik vervaardigde sowel as ingevoerde dier en verwerkte plantprodukte te inspekteer. Dit spruit uit ‘n lang en ‘n deursigtige keuringsproses.</p>
<p>Die gevolmagtigdes is aangewys in terme van artikel 2(3) van die Landbouprodukstandaarde-wet nommer 119 van 1990 en is verantwoordelik vir die inwerkingstelling van artikel 3 en sy ondersteunende artikels van die wet.</p>
<p>Die volgende gevolmagtigdes sal verantwoordelik wees vir die toepassing van die plaaslike/ invoerregulasies met betrekking tot die produkte waarvoor hulle aangestel is:</p>
<p><strong>1. Nejahmogul Technologies and Agric Services</strong></p>
<p>Suiwel en nagemaakte suiwelprodukte</p>
<p>Eetbare suiglekkers</p>
<p><strong>2. Agency for Food Safety</strong></p>
<p>Pluimvee vleis</p>
<p>Eiers</p>
<p>Enige ander vleis en vleisprodukte waarvoor regulasies uitgevaardig is</p>
<p><strong>3. Impumelelo Agribusiness Solutions</strong></p>
<p>Verwerkte produkte (vrugtesap en drank, bevrore vrugte en groente, konfyt, jellie en marmelade, rooibos, heuning, tafelolywe, vet versprei, mayonnaise, slaaisouse en asyn). Geblikte verwerkte produkte (geblikte pasta, ingemaakte sampioene, geblikte vrugte en ingemaakte groente)</p>
<p>Enige ander verwerkte produkte en ingemaakte verwerkte produkte waarvoor regulasies uitgevaardig is</p>
<p>Die aangewese gevolmagtigdes sal nou begin met die opstel van hulle bedrywighede en om belanghebbendes te raadpleeg. Hulle sal mettertyd regdeur die waardeketting werk, dit wil sê by fabrieke, verwerkingsaanlegte, verspreidingsentrums, kleinhandelaars en grensposte.</p>
<p>Die koste van die inspeksie sal gegrond wees op die Staatskoerant se gepubliseerde tariewe.</p>
<p>Die Departement sê die toepassing van hierdie regulasies sal lei tot die bevordering van billike handelspraktyke, konsekwente gehalte produkte en verbruikersbeskerming.  Die handhawing van die regulasies sal verder lei tot die voorkoming van swak gehalte produkte wat ingevoer word na Suid-Afrika.</p>

<p style="font-weight: 400;">&nbsp;</p>
<p style="font-weight: 400;"><strong>Wheat:</strong></p>
<p style="font-weight: 400;">If there is anything good to be said about the persistent dryness in the Western Cape and Northern Cape provinces is that it has supported the winter wheat harvest process. As we set out in our note yesterday, the harvest process is virtually over in the Western Cape province, with few remaining areas around Mossel Bay region. However, the yields are below average which is reflective of the effects of dryness.</p>
<p style="font-weight: 400;">&nbsp;The Northern Cape province should start its winter wheat harvest in a week or so. Fortunately, its yields will not be as disappointing as the Western Cape’s one – thanks to good water levels in the dams that supported the irrigation areas. The picture in the Free State province is rather mixed, with yields varying between average and below average. The best performers were mainly supported by irrigation.</p>
<p style="font-weight: 400;">&nbsp;The volumes recently delivered to commercial silos show that the harvest process in the Western Cape province is virtually over. About 81 318 tonnes of wheat were delivered in the week ending 01 December 2017, down by 44% from the previous week. This placed South Africa’s wheat producer deliveries for “week 1 to 9” of the 2017/18 marketing year at 742 029 tonnes.</p>
<p style="font-weight: 400;">&nbsp;<strong>On the global front</strong>&nbsp;– First and foremost, there are large wheat supplies in the global market, despite the expected decline in production in countries such as Australia, Canada and the US, amongst others. The losses in these countries have fairly been offset by robust production in the Black Sea region. Russia’s wheat production is estimated at 83 million tonnes, up by 16% from the 2016/17 production season.</p>
<p style="font-weight: 400;">&nbsp;</p>
<p style="font-weight: 400;"><strong>Maize:</strong></p>
<p style="font-weight: 400;">&nbsp;The news of good weather and large maize supplies&nbsp; have somewhat been priced in, as the market showed narrow movements despite reports of a development of La Niña during the 2017/18 summer season. The La Niña essentially means that South Africa could receive above normal rainfall during the production season, which increases a chance of yet another big crop.</p>
<p style="font-weight: 400;">&nbsp;Following weeks of dryness, the weather conditions are improving. On the 5th of December 2017, Derby, Klerksdorp, Leeudoringstad, Potchefstroom, Regina, Bronkhorstspruit, Carolina, Delmas, Ermelo, Graskop, Greyling Stad, Groblersdal, Irene, Lydenburg, Middelburg, Morgenzon, Nigel, Standerton and Wonderfontein regions of Mpumalanga and North West provinces received rainfall varying between 15 and 40 millimetres.</p>
<p style="font-weight: 400;">&nbsp;Rainfall in western regions was towards the lower end of the aforementioned range (15 – 40 millimetres). Nevertheless, it is a welcome development after weeks of dryness. The forecasts for the next two weeks promise continuous rainfall, and the long-term expectations are linked to the development of La Niña.</p>
<p style="font-weight: 400;">&nbsp;</p>
<p style="font-weight: 400;"><strong>Soybeans:</strong></p>
<p style="font-weight: 400;">&nbsp;Similar to the maize market, the news of large soybean supplies, increased area plantings, as well as favourable weather outlook have slightly been prices in. Thus, the market continued to gain ground in yesterday’s trade session despite the incoming data confirming the prospects of above-normal rainfall during the 2017/18 production season.</p>
<p style="font-weight: 400;">&nbsp;Yesterday, some soybean growing areas received showers, which should slightly improve soil moisture and subsequently support the planting process. If the forecast rainfall materialises within the next two weeks, then soybean planting process should soon gain momentum in most provinces .</p>
<p style="font-weight: 400;">&nbsp;<strong>In global markets</strong>&nbsp;– The global soybean market remains fairly bullish, with solid demand and fears of dryness in South America being the key factors underpinning the market.&nbsp; Evidently, some market players are already revising their 2017/18 production estimates downward in anticipation of lower yields.</p>
<p style="font-weight: 400;">&nbsp;The most recent one to follow this trend is Informa Economics, which slashed its Brazil’s soybean production forecast by one million tonnes from last month’s estimate to 110 million tonnes (down by 4% year-on-year). With that said, this is still above Conab’s estimate of 108 million tonnes. More information will be available over the coming months. The main thing to do at the moment is to observe the weather developments, not only in Brazil but other soybean growers such as Argentina, Paraguay and Uruguay.</p>
<p style="font-weight: 400;">&nbsp;</p>
<p style="font-weight: 400;"><strong>RSA potato:</strong></p>
<p style="font-weight: 400;">&nbsp;Yesterday the South African potato market remained in positive territory with the price up by 2% from the previous day, closing at R49.34 per pocket (10kg). These gains were mainly on the back of relatively lower stocks of 782 977 pockets (10kg bag) at the beginning of the session.</p>
<p style="font-weight: 400;">&nbsp;During the day the market saw an uptick in deliveries owing to ongoing harvest process. This subsequently led to a 4% increase in daily stocks to 817 792 pockets (10kg bag).&nbsp;</p>
<p style="font-weight: 400;">&nbsp;</p>
<p style="font-weight: 400;"><strong>RSA fruit</strong>:</p>
<p style="font-weight: 400;">&nbsp;The fruit market ended the day mixed in yesterday’s trade session. The apples and oranges took a knock following large stocks of 214 000 tonnes and 61 000 tonnes, respectively, at the start of the session. The prices of apples and oranges were down by 3% and 10% from the previous day, closing at R7.92 per kilogram and R5.98 per kilogram, respectively.</p>
<p style="font-weight: 400;">&nbsp;Meanwhile, the bananas market maintained the previous day’s gains with the price up by 9% from the previous day, closing at R7.04 per kilogram. Today’s session could present additional gains owing to relatively lower daily stocks of 158 000 tonnes, down by almost half from the previous day (following strong commercial buying).</p>

								<content:encoded><![CDATA[<p style="font-weight: 400;"><strong>The South African tractor sales were up by 41% y/y in March 2018, with 726 units sold. This follows a 12% y/y contraction in February. On average, 23 tractors were sold a day last month compared to 21 tractors in February 2018 and 16 tractors a day in March 2017. Given that this is a fairly quiet period in the fields (in both summer and winter crop growing areas), the private sales were expected to have followed a normal trend, but the overall boost could be linked to government tenders ahead of the end of the financial year. The combine harvester sales were also solid, recorded a 9% y/y uptick, with 25 units sold.</strong></p>
<ul style="font-weight: 400;">
<li>The 25% y/y increase in March 2018 tractor sales came as a surprise as this is a fairly quiet period in the fields across the country. According to the South African Agricultural Machinery Association, the uptick in sales was boosted by government tenders. Therefore, we believe there will be some correction in April and sales will probably decline to levels around 441 units. Also worth noting is that March 2018 sales were the record highest for the corresponding month, in a dataset starting from 2014.</li>
<li>The combine harvester sales continued on a positive footing, with 25 units sold in March 2018, which is the highest figure in 15-months. This was partly supported by both the fairly stronger domestic currency, as well as expectations of a good summer grain and oilseed harvest of 14.8 million tonnes&nbsp; (this is down by 23% from the previous season, but better than market expectations at the start of the year).</li>
<li>Looking ahead, we maintain that tractor sales could see a slight downward trend over the next few months due to limited activity in the fields, as well as a bit of a correction after the government tenders. Meanwhile, the combine harvester sales could increase ahead of the summer grain harvest period.</li>

<li class="m_6608069342959225182MsoListParagraph">On 23 March 2018, the South African Weather Service highlighted a possibility of above-normal rainfall in the south-western cape regions of the country between April and June 2018.&nbsp; This has not yet materialised and it is unclear whether the forecasts will change drastically in this month’s update or will possibly show a delay, but maintain the same theme of higher rainfall.<u></u><u></u></li>
<li class="m_6608069342959225182MsoListParagraph">Aside from production dynamics, trade is also one of the topical issues in the domestic wheat market. There haven’t been any imports in the past six weeks. The last imports were in the week of 09 March 2018, amounting to 22 715 tonnes. This placed South Africa’s wheat imports at 1.2 million tonnes, which equates to 63 percent of 2017/18 wheat import forecast.<u></u><u></u></li>
<li class="m_6608069342959225182MsoListParagraph">This slow import activity coincides with the delays in adjustments in wheat import tariff levels. The wheat import tariff triggered on 10 April 2018 to R437.24 per tonne. The previous trigger was on 20 March 2018, which then, was calculated at R293.74 per tonne, following an uptick in international wheat prices (No2 HRW) due to unfavourable weather conditions in the US.<u></u><u></u></li>
<li class="m_6608069342959225182MsoListParagraph">However, these rates are not yet applicable. The current import tariff is R394.85 per tonnes. The newly calculated rates will be applicable after publication in a government gazette, of which the timeframe is unclear. The import tariff will expectedly decline to R293.74 per tonne first and then increase to R437.25 per tonne.</li>

								<content:encoded><![CDATA[<p>Chairperson of the Nampo Organising Committee, Cobus van Coller, said if, at all possible, motorists should avoid the R59 between Viljoenskroon and Bothaville. “You cannot see all the potholes when driving,” he said.&nbsp;Construction work is being done and potholes are also being repaired, but this will not be finished in time for Nampo.</p>
<p>Van Coller said there was also grading work being done and the dust impacted visibility. A map can be downloaded online from<em><strong>&nbsp;<a href="https://limpopoagriculture.co.za/wp-content/uploads/2018/05/Roetekaart1.pdf" target="_blank" rel="noopener">nampo.co.za</a></strong></em>.</p>
<p>Van Coller said the R727 between Kroonstad and Bothaville was also under construction. “If there was any congestion heading into the Nampo grounds, this would not last long.&nbsp;Be patient, you will get there,” he said. He added that the good rainfall meant the grounds were looking beautiful and were more than ready for visitors.</p>
<p>Free State-based radio station OFM will carry daily traffic updates and these will also be broadcast on the special Nampo radio station, Grain SA Radio (99.2 FM), which operates annually during the event.</p>
<p><strong>According to Grain SA, recommended routes during Nampo are:</strong></p>
<ol>
<li>N12 Potchefstroom → Klerksdorp → R30 to Bothaville.</li>
<li>Kroonstad, take the R34 to Welkom for about 15km → turn right onto the R713 until you reach the R30 → turn right Bothaville.</li>
<li>Parys R59 (under construction) → Viljoenskroon → turn right at four-way stop → R76 to T-junction → R30 left to Bothaville.</li>
</ol>

								<content:encoded><![CDATA[<p style="font-weight: 400;"><strong>The Quarterly Labour Force Survey conducted by Statistics South Africa showed a 3% y/y decline in agricultural employment in the first quarter of this year to 847 000 jobs (see Chart 1). This was underpinned by a reduction in employment in the Western Cape, KwaZulu Natal, North West, Gauteng, Mpumalanga and Limpopo. Whilst understanding the reduction in employment for the Western Cape, in other provinces this came as a surprise considering that the weather conditions have been relatively favourable in the eastern parts of the country since the end of 2015/16 drought. The reduction in employment might be temporary, but it is worth highlighting that South Africa is still far behind its target of creating a million agricultural jobs by 2030 as envisaged in the National Development Plan.&nbsp; &nbsp;&nbsp;</strong></p>
<ul style="font-weight: 400;">
<li>The reduction in employment covered a number of provinces, but the case of the Western Cape province came as no surprise as the provincial government and the Bureau for Food and Agricultural Policy study already signalled a possibility of 30 230 agricultural job losses in the province this year due to drought. In the first quarter of 2018, the Western Cape’s agricultural employment declined by 3% y/y. With that said, the province remains a leading agricultural employer, accounting for a 25% share in the national agricultural labour market.</li>
<li>Agricultural employment in KwaZulu Natal, Gauteng, Limpopo, North West and Mpumalanga provinces declined 19% y/y, 19% y/y, 7% y/y, 6% y/y and 3% y/y, respectively. Meanwhile, the Free State, Eastern and Northern Cape provinces saw job gains of 31% y/y, 4% y/y and 3% y/y, respectively (see&nbsp;<strong>Chart 2</strong>).</li>
<li>In terms of sub-sector performance, the reduction in annual employment was recorded in almost all sub-sectors with the exception of forestry, logging and related services (see&nbsp;<strong>Chart 3</strong>).</li>
<li><strong>Looking ahead</strong>&nbsp;– The effects of the Western Cape province’s drought combined with the reduced area plantings in the summer crop growing regions of the country could potentially weaken the performance of the agricultural labour market in the coming quarters.</li>
<li>In terms of policy development, the business sector has generally accepted the impending introduction of the National Minimum Wage, but it will affect some sub-sectors within the agricultural sector more than others depending on the labour intensity and average labour skill required. For example, the horticultural sector is one of the likely sub-sectors to be impacted by the introduction of the National Minimum Wage as it is labour intensive relative to other sub-sectors.</li>

<li>We do not expect the sunflower seed planting process to show good progress this week as soil moisture will not have improved from last week’s levels. Also, the weather outlook for the next eight days shows drier weather conditions over most sunflower seed producing provinces, specifically North West and the western Free State. These two provinces account for 85 percent of the 575 000 hectares earmarked for sunflower seed planting in 2018/19 production season.</li>
<li>However, conditions could change in the week of 27 November 2018, which promises widespread rainfall of between 20 and 60 millimetres over most parts of the country. But the slow progress in sunflower seed planting thus far is not a major concern as the optimal planting window typically runs between November and early January each year. So, there is still time.</li>
<li>Having said that, it would be ideal if farmers in areas with better soil moisture could begin the planting as soon as possible so that the pollination period could occur early next year when there is still a good chance for higher rainfall. The South African Weather Service forecasts drier weather conditions between the end of January and March 2019, and this could coincide with pollination and negatively affect the crop.</li>
<li>With South Africa being a net importer of sunflower seed by products, it is important to keep a close eye on the global sunflower seed developments. &nbsp;To that end, the USDA forecasts 2018/19 global sunflower seed production at 50 million tonnes, up by 6 percent from the previous season. The key contributing countries to the expected large harvest are Ukraine, Russia, Argentina, China and Hungary. In the same season, the 2018/19 global sunflower seed ending stock could be up by 15 percent from the previous season to 4 million tonnes, partly boosted by the expected large harvest.</li>
<li>Aside from the aforementioned weather developments, the dam levels have improved significantly in the Western Cape province, thanks to the recent rainfall (see Figure 1 below).</li>

<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpFirst">The South African beef sector will be under pressure in 2019 due to rising feed costs, as well as potentially slowing exports on the back of a foot-and-mouth disease outbreak.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpFirst"><u></u><u></u><u></u>From a consumer perspective, the beef industry challenges will, however, have positive short-to-medium term benefits as slowing exports would translate into an increase in domestic supply and, in turn, slow meat price inflation.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u>&nbsp;<u></u>Our initial maize production estimate of 12.2 million tonnes will not materialise, the crop will most likely be lower due to a potential decline in area planting, as well as prospects of lower yields in late-planted areas.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u><u></u>Soybean harvest will most likely be lower than the 2017/18 production season due to similar factors as maize, which is a decline in area plantings and expectations of poor yields in some areas.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u><u></u>Sunflower seed typically surprises by doing well in seasons that are characterised by prolonged dry spells, as farmers tend to shift from maize to sunflower seed plantings in late-rain seasons. Therefore, sunflower production projections remain uncertain, at least until planting data is received.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u><u></u>The weather will continue to play a key role in the South African agricultural markets in the next three months. Thereafter, the focus will shift to winter crop producing areas. The near-term precipitation prospects are constructive (see page 6).</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u><u></u>South Africa’s rice imports will increase in 2019 driven by an uptick in consumption.</li>
<li class="m_-2854825161005309479m_-2941891916868949568MsoListParagraphCxSpMiddle"><u></u><u></u><u></u>The tough production conditions in the grains and oilseeds subsectors will most likely add upward pressure on consumer prices, but we do not expect a notable uptick in headline food price inflation, as lower meat prices will somewhat overshadow the potential upswings.</li>
