								<content:encoded><![CDATA[<h2><strong>Agri Limpopo</strong></h2>
<p>Agri Limpopo is a federation of farmers’ associations located across Limpopo. &nbsp;</p>
<p>Through its affiliated membership, Agri Limpopo represents a diverse grouping of individual farmers regardless of gender, colour or creed.</p>
<p>We aim to protect and advance the interests of our members and of agriculture as a whole within the province.</p>
<p>This submission is made on behalf of Agri Limpopo, its affiliated associations and their member farmers.</p>
<h2><strong>Context</strong></h2>
<p>Agriculture in Limpopo has over the past few years been confronted with numerous challenges, including devastating drought conditions, sustained above inflations increases in electricity tariffs and outbreaks of Foot and Mouth Disease, amongst other factors, all of which has forced some farmers out of business and left others facing enormous financial constraints.</p>
<p>Our sector continues to face rising input costs.</p>
<p>Electricity is a key production input for the agricultural sector and increased tariffs will undoubtedly have a severe impact on the agriculture in Limpopo and its ability to contribute to economic growth and a reduction in unemployment, poverty and inequality.</p>
<p>This is particularly so with respect to irrigation-reliant and energy-intensive sectors such as horticulture, dairy, poultry, grains and the agro-processing industry.</p>
<p>The current trajectory of rising electricity tariffs over many years is unsustainable for the economy as a whole and for agriculture in particular.</p>
<p>Further increased electricity tariffs (on top of years of above-inflation and unsustainably high increase) will only add further unnecessary pressure to an already constrained operating environment for the agricultural sector.</p>
<p>In our view Eskom’s business model is no longer sustainable. The real solution lies in the radical reformation of the entire electricity sector.</p>
<h2><strong>&nbsp;</strong><strong>Agri-Limpopo’s Recommendation</strong></h2>
<p>Considering the above, we recommend that Eskom’s RCA application not be approved as:</p>
<ul>
<li>The Agricultural sector can no longer sustain sustained above-inflation electricity tariff increases.</li>
<li>The proposed increase will negatively affect the agricultural sector which is already under pressure.</li>
<li>Eskom’s business model is broken and no longer sustainable.</li>
<li>The real solution lies in the radical reformation of the electricity sector.</li>
</ul>

<p>Agri Limpopo het ernstige kommer uitgespreek oor die onlangse bek- en klouseeruitbraak in Limpopo, asook die gevolge en moontlike impak daarvan.</p>
<p>Die uitbraak in Limpopo het die potensiaal om die rooivleisbedryf in geheel lam te lê tensy dringende en besliste stappe geneem word.</p>
<p>As Agri Limpopo, deel ons <a href="https://www.agrisa.co.za/pressReleases/f1feeb04fedb53b30a10da4639e43acc">Agri SA se mening</a> oor die nasionale verbod op veeveilings, naamlik:</p>
<ul>
<li>Die verbod op veeveilings sal ‘n uiters nadelige ekonomiese impak op die landbousektor hê</li>
<li>Die verbod is bloot ‘n kort-termyn maatreël om die uitbraak te stuit; en</li>
<li>Die uitdagings wat die regering ervaar om die impak te versag en te beperk moet erken en aangespreek word.</li>
</ul>
<p>Die verbod kom op ‘n tydstip waar boere gebuk gaan onder ‘n droogte en maak dinge selfs moeiliker vir die landboubedryf as geheel en rooivleisprodusente in besonder.</p>
<p>Ons glo nie dat die verbod op veilings voldoende is om die huidige uitbraak te versag of te stuit nie. Ons het meer omvattende, besliste en dringende stappe nodig, soos–</p>
<ul>
<li>dringende polisiëringsingrypings ten opsigte van die vervoer van diere;</li>
<li>die beskerming van gebiede in Limpopo wat nie geraak is nie; en</li>
<li>besliste optrede ten opsigte van rondloperdiere en diere wat op padreserwes wei.</li>
</ul>
<p>Ons doen ‘n beroep op alle belanghebbendes in die openbare sowel as privaatsektor om saam te werk in belang van die rooivleisbedryf om ‘n einde te bring aan die huidige bek- en klouseeruitbraak en om ‘n plaaslike protokol in plek te stel om toekomstige uitbrake te voorkom.</p>
<p>Agri Limpopo sal nou saamwerk met die betrokke owerhede en doen ‘n beroep op sy lede om ag te slaan op die nodige veiligheidsmaatreëls.</p>

<div class="_1mf _1mj" data-offset-key="d7u5h-0-0"><span data-offset-key="d7u5h-0-0">On 1 November 2019, veterinary services were alerted to clinical signs suspicious for Foot and Mouth Disease (FMD) in a herd of cattle on a farm in the Molemole district of Limpopo Province. This farm is located in the previous FMD free zone of South Africa. Samples were collected and FMD was confirmed on 1 November 2019 by the Onderstepoort Veterinary Research Transboundary Animal Disease Programme. </span></div>

<div class="_1mf _1mj" data-offset-key="1gk36-0-0"><span data-offset-key="1gk36-0-0">Further identification of the strain is in process to determine the likely origin of the virus. The affected farm was placed under quarantine. Clinical examination of animals on the farm is being conducted to determine the prevalence of the disease on the affected farm. Measures were implemented to prevent direct or indirect contact between the different groups of animals on the farm. Backward and forward tracing is in process to determine possible origin of the virus, as well as locations to which the disease might have spread. </span></div>

<div class="_1mf _1mj" data-offset-key="9g4f2-0-0"><span data-offset-key="9g4f2-0-0">FMD is a highly contagious viral disease which affects cattle, pigs (domestic and wild), sheep, goats, and other cloven hoofed animals. Signs of disease in animals may include depressed animals, sores in the mouth of animals causing reluctance to eat, and lameness. The disease does not affect human beings and it is safe to consume products of cloven hoofed animals, such as meat and milk.</span></div>

Any suspected case of the disease in animals must be reported to the local State Veterinarian immediately. </span></div>

								<content:encoded><![CDATA[<p>Agri SA is baie bekommerd oor die negatiewe impak wat beurtkrag op die primêre landbousektor, die voedselwaardeketting en die Suid-Afrikaanse ekonomie kan hê.</p>
<p><strong>“Eskom se implementering van fase 2-beurtkrag sedert Woensdag het die Suid-Afrikaanse ekonomie onkant gevang,” sê </strong><strong>Nicol Jansen, Agri SA Voorsitter van die Sentrum van Uitnemendheid: Ekonomie en Handel. “Vroeëre waarskuwings kon ’n groot verskil gemaak het vir boere en besighede omdat hulle hul beplanning daarvolgens sou kon doen.”</strong></p>
<p>Beurtkrag het ’n impak op besproeiingsafhanklike en energie-intensiewe bedrywe soos tuinbou, suiwel, pluimvee en agro-prosessering. Besproeiing, skedulering van besproeiing, die aanwending van kunsmis, verwerking en verskeping word alles nadelig deur onbeplande kragonderbrekings beïnvloed. Meer as 25% van die land se voedsel word deur besproeiingsafhanklike en energie-intensiewe bedrywe geproduseer.&nbsp;</p>
<p><strong>“Die las van beurtkrag is onaanvaarbaar. Ons het ’n ekonomie nodig wat groei en wat alle Suid-Afrikaners kan ophef. Die onbetroubaarheid van kragvoorsiening is ’n enorme struikelblok vir ons ekonomie en die vooruitsigte vir ekonomiese groei. Tesame met stygende elektrisiteitstariewe, het beurtkrag ’n ontwrigtende invloed op besigheidsbedrywighede en gaan gepaard met direkte sowel as indirekte koste.”</strong></p>
<p>Terwyl die kabinet se onlangse goedkeuring van die Geïntegreerde Hulpbronplan (IRP2019) ’n stap in die regte rigting is, is meer dringende regeringsoptrede nodig om die elektrisiteitskrisis aan te spreek. Dit sluit in, maar is nie beperk tot die volgende nie:</p>
<ul>
<li>Die aanstelling van ’n Eskom-HUB met bewese leierskapsvermoë;</li>
<li>Herstrukturering van Eskom, met ’n holistiese hersiening van die energiesektor en die kragvoorsieningsbedryf;</li>
<li>Bestuur toekomstige elektrisiteitstariewe op ’n deursigtige en voorspelbare wyse;</li>
<li>Besliste optrede ten opsigte van skuldverligting en die herfinansieringsmeganisme;</li>
<li>Moedig breër privaatsektor-deelname aan, byvoorbeeld kleinskaalse kragprojekte (SSEG’s) in die landbou en skakel administratiewe rompslomp uit.</li>
</ul>
<p><strong>&nbsp;</strong>In die kort-termyn sal Eskom meer bedagsaam teenoor sy kliënte moet wees deur hul vroegtydig oor kragonderbrekings in te lig.</p>

								<content:encoded><![CDATA[<p>Agri SA is verheug oor vandeesweek se uitkoms van die Melmoth-saak ten gunste van grondeienaars. Dié uitkoms bring ’n mate van gerustheid vir grondeienaars oor deskundiges se hantering van billike en regverdige vergoeding.</p>
<p>Die opspraakwekkende grondeise wat deur vyf groepe eisers teen verskeie plase in die Melmoth-omgewing in Kwazulu-Natal ingestel is, het hierdie week ’n dramatiese wending geneem in die dispuut tussen die Staat en die grondeienaars oor wat die billike en regverdige vergoeding moet wees. Die grondeienaars het ter skikking van die eis ongeveer 9000 hektaar hoogs produktiewe landbougrond aan die Staat aangebied.</p>
<p><strong>“</strong><strong>Die eis, wat aanvanklik oor ongeveer 42 000 hektaar ingestel is, kon al ongeveer </strong><strong>’n jaar gelede afgehandel gewees het,” </strong><strong>sê Annelize Crosby, Agri SA Beleidshoof: Grond. “</strong><strong>Die tussenkoms van die </strong><strong>Waardeerder-Generaal, Kimi Makwetu en die destydse Minister van Landelike Ontwikkeling en Grondhervorming, Maite Nkoana-Mashabane het die hofproses laat sloer.” </strong></p>
<p>Waardeerders, wat onderskeidelik deur die Staat en die grondeienaars aangestel is, het reeds in Maart 2018 ooreengekom dat die billike en regverdige vergoeding waarop die grondeienaars geregtig is ongeveer R760 miljoen beloop. Die Waardeerder-Generaal het egter die waarde van die grond op ongeveer R420 miljoen bepaal. Dit was uiteraard nie vir die grondeienaars aanvaarbaar nie. Die Minister was nie bereid om meer aan te bied as die waarde wat deur die Waardeerder-Generaal bepaal was nie.</p>
<p><strong>“Na ’n regstryd van 13 jaar, wat die grondeienaars miljoene rande aan regskoste gekos het, was hierdie nog nie die einde van die saak nie,” verduidelik Crosby. “Die grondeienaars moes die stryd verder met die hulp van Agri SA voer.” </strong></p>
<p>In ’n toonaangewende daaropvolgende uitspraak van waarnemende regter Canca in die Grondeisehof, is beslis dat die grondeienaars nie gebonde is aan die waardebepaling van die Waardeerder-Generaal nie en hulle tot die Grondeisehof vir &#8216;n bepaling van die billike en regverdige vergoeding kon wend. Die dispuut is op die spits gedryf in verrigtinge in die Grondeisehof wat vir verhoor geplaas was vanaf 16 tot 18 September 2019 te Durban.</p>
<p>Nadat die grondeienaars die hulp van verdere deskundiges ingeroep het wat verslae by die hof ingedien het, het die deskundiges van die Staat en die deskundiges van die grondeienaars nogmaals vergader waartydens die vorige ooreenkoms wat in Maart 2018 tussen die waardeerders bereik was, bekragtig is.&nbsp; Die waardeerders het ook ooreengekom dat daar meriete is in die opwaartse aanpassing van die waardes as gevolg van die tydsverloop sedert Maart 2018 wat gepaard gegaan het met &#8216;n toename van die vergoeding waarop die grondeienaars geregtig is.</p>
<p>Die saak het ’n verrassende wending geneem toe die huidige Minister, Thoko Didiza ’n paar dae voor die verhoor ’n kennisgewing by die hof ingedien het ingevolge waarvan sy haar berus het by wat ook al die bevinding van die Grondeisehof sou wees.</p>
<p>’n Dag voor die aanvang van die verhoor het die Minister en die Kommissie op Herstel van Grondregte ’n aanbod aan die grondeienaars gemaak om die grond vir &#8216;n totale bedrag van R805 miljoen aan te koop. Die grondeienaars was bereid om die aanbod te aanvaar. Ingevolge die betrokke Hofreëls is die dispuut tussen die Staat en die grondeienaars gevolglik afgehandel op sterkte van die aanbod van die Staat soos aanvaar deur die grondeienaars. ’n Verdere gevolg hiervan is dat die Staat aanspreeklik is vir die grondeienaars se regskoste.</p>
<p>Sedert die dispuut tussen die grondeienaars en die Staat oor die vergoeding ontstaan het, het Agri SA die grondeienaars heelhartig ondersteun en ruimskoots finansieel bygedra tot hulle regskostes en spesifiek ook om die grondeienaars in staat te stel om die hulp in te roep van hoogs gekwalifiseerde deskundiges.</p>
<p>Tot kort voor die aanvang van die verhoor het die Staat volgehou dat die bepaling van die vergoeding deur die Waardeerder-Generaal (wat gebaseer is op die omstrede Regulasies uitgevaardig in terme van die bepalings van die Wet op Eiendomswaardering) die enigste bedrag is waarop die grondeienaars geregtig is. Die grondeienaars was gereed om die getuienis van hulle deskundiges aan te bied en die Staat te beveg, toe die Staat die aftog geblaas het deur die bogenoemde aanbod aan die grondeienaars te maak. Die resultaat is dat die vergoeding wat die grondeienaars nou gaan ontvang ongeveer twee keer die bedrag is wat die Waardeerder-Generaal as vergoeding voorheen bepaal het.</p>
<p><strong>“Die uitslag van die saak is positief vir ander grondeienaars wat hulle moontlik in dieselfde posisie bevind as die Melmoth grondeienaars,” sê Dan Kriek, Agri SA president. “Die uitslag wys ook dat die staat nie maklik sal wegkom met aanbiedinge van vergoedingsbedrae wat baie laer is as markwaarde nie.” </strong></p>
<p>Agri SA se standpunt is nog altyd dat regverdige en billike vergoeding in die meeste gevalle naby markwaarde behoort te wees. Agri SA sal by verdere toetssake betrokke raak om seker te maak dat grondeienaars se belange na behore beskerm word by die bepaling van vergoeding. Agri SA wil ook die bekwame regspan van die grondeienaars, Bertus van der Merwe van Cox en vennote en Adv Gerhard Roberts(SA) en Adv&nbsp; Elana Roberts bedank en gelukwens.</p>

								<content:encoded><![CDATA[<p>Agri Limpopo stands in solidarity with the Farming Community and the position adopted by AGRI SA in response to the release of the Presidential Advisory Panel on Land Reform and Agriculture’s report.</p>
<p>The report, as it stands, is not good news for commercial agriculture or for the future of the country’s agricultural sector as a whole.</p>
<p>We are particularly concerned at its recommendations supporting the amendment of the Constitution (our Bill of Rights, in fact!) so as to facilitate ‘expropriation of land without compensation’ and those relating to ‘land ceilings’ and a ‘new land tax’.</p>
<p>The report, and these three matters in particular, will affect investor and business confidence (which is already at an all-time low) and has the potential to affect food security, if not suitably unresolved.<br />
We remain committed, with AGRI SA, to actively defend the rights and interests of our Members and the agricultural sector as a whole.</p>
<p>We believe in a more pragmatic and responsible approach to the challenges we face as a nation (particularly as far as land reform and agriculture is concerned), one in which established commercial farming is empowered to assist in driving ‘inclusive agricultural development’ – and remain committed to participating in such initiatives.</p>
<p>The processes to amend the Constitution, adopt the new Expropriation Act, and levy the proposed new punitive land tax must still unfold. As AGRI Limpopo we will, with AGRI SA, continue to advance and protect the interests of our members and agriculture as a whole.</p>

								<content:encoded><![CDATA[<h3><strong>Paneelverslag voorspel probleme vir landbou</strong></h3>
<p>Agri SA is baie bekommerd oor verskeie aspekte van die Presidensiële Raadgewende Paneel oor Grondhervorming se verslag, wat insluit omstrede voorstelle soos die wysiging van die Grondwet en grondplafonne. Agri SA ondersteun nie enige beleid of wetgewing wat inbreuk maak op eiendomsregte of enige ander fundamentele reg wat deur die Grondwet beskerm word nie.</p>
<p><strong>“Indien die voorstelle in die verslag geïmplementeer word soos dit uitgestippel is, sal dit voedselsekerheid vir elke Suid-Afrikaner in die weegskaal hang,” sê Omri van Zyl, Agri SA Uitvoerende Direkteur. “Belegger- en sakevertroue is reeds laag en die laaste ding wat ons nou nodig het is nóg druk op die ekonomie en die landbousektor.”</strong></p>
<p>Agri SA se president, Dan Kriek, is ’n lid van dié Presidensiële Raadgewende Paneel oor Grondhervorming en het homself heelhartig tot die proses verbind. Dit het egter mettertyd duidelik geword dat daar fundamentele verskille tussen paneellede is in opinie en benadering ten opsigte van grondhervorming. Kriek en sy mede-paneellid, Nick Serfontein het daarom ’n alternatiewe verslag saamgestel wat veral op privaatsektor-oplossings fokus.</p>
<p><strong>“Die alternatiewe verslag bied sinvolle oplossings vir grondhervorming, wat nie in besonderhede uitgespel word in die paneelverslag nie,” sê Annelize Crosby, Agri SA Beleidshoof: Grond. “Ons is van mening dat grondhervorming in plaasgebiede vooruit sal kan beweeg met die daarstel van ’n landbou-ontwikkelingsagentskap waar die privaatsektor in die bestuur en finansiering van volhoubare grondhervorming die voortou kan neem.” </strong></p>
<p>Tydrowende konsultasieprosesse wat na verwagting op die bekendstelling van die paneelverslag sal volg, kan die implementering van grondhervorming kniehalter.</p>
<p><strong>“Ons moet nou eerder saam werk en betekenisvolle projekte implementeer tot die voordeel van die sektor,” sê Crosby. “Indien die konsultasieprosesse wel begin, sal Agri SA daaraan deelneem en seker maak dat die ekonomiese realiteite, wat nie in die paneelverslag genoegsaam in aggeneem word nie, ook aangespreek word.”</strong></p>
<p>Agri SA is ook bekommerd oor die mosie in die parlement wat Donderdag bekendgemaak is. Dié mosie dui op &#8216;n duidelike voorneme deur die regerende party om voort te gaan met die onnodige en potensiële skadelike wysiging van die eiendomsklousule.</p>
<p><strong>“Dit word duidelik net om politieke redes gedoen, omdat dit nie geregverdig is nie en geen oplossing vir grondhervorming bied nie,” het Crosby gesê.</strong></p>
<p>Agri SA bly verbind tot ons lede en die volhoubaarheid van die landbousektor. Agri SA wil benadruk dat ons teen enige wysiging van die Grondwet gekant is en geen steen onaangeraak sal laat om die regte van boere te beskerm nie.</p>

<h3><strong>Agtergrond:</strong></h3>
<p>Die Adviespaneel oor Grondhervorming is in 2018 deur President Cyril Ramaphosa aangestel is om hom en die Inter-ministeriële Komitee op Grondhervorming te adviseer oor die pad vorentoe met grondhervorming in sy breedste vorm asook oor die kwessie van vergoeding. Die Paneel se verslag dek al die grondhervormingsprogramme en bevat aanbevelings oor maatreëls vir stedelike en landelike grondhervorming. Die verslag spreek ook aspekte soos verblyfreg in kommunale gebiede, verblyfsekerheid op plase, onteiening, boerdery-hervorming, die vraag na grond en keuring van begunstigdes, aan.</p>
<h3><strong>Kontroversiële aanbevelings:</strong></h3>
<p>Die paneel se aanbevelings is omvattend en in sommige gevalle kontroversieel. Agri SA kan nie kontroversiële aanbevelings soos die volgende steun nie:</p>
<ul>
<li>Wysiging van artikel 25 van die Grondwet om voorsiening te maak vir onteiening sonder vergoeding, ‘n moratorium op plaasuitsettings, asook die skrap van die 1913-afsnydatum vir restitusie-eise.</li>
<li>‘n Vergoedingsbeleid, wat neerkom op ‘n vaste formule vir vergoeding aan huidige grondeienaars: Die voorstel is dat voorsiening gemaak word vir ‘n vergoedingspektrum van nul tot minimale tot substansiële tot markverwante vergoeding. Daar word ook voorgestel dat diegene wat grond geërf het anders behandel moet word as dié wat hul grond ná 1994 aangekoop het.</li>
<li>Gedwonge vestiging van plaasbewoners op plase.</li>
<li>Dat privaat titel tot grond nie in kommunale gebiede toegelaat moet word nie;</li>
<li>Oorweging van ‘n grondbelasting;</li>
<li>Grondplafonne;</li>
<li>‘n Voorstel dat grond op munisipale vlak geïdentifiseer moet word vir herverspreiding gebaseer op grondbehoeftes en dat die huidige eienaar ‘n geleentheid gegun sal word om die grond te skenk, met die staat te onderhandel of onteiening in die gesig staar;</li>
<li>Hervorming van watertoedelings waar waterregte aan kleinskaalse boere hertoegedeel word;</li>
<li>Regulering van grondbesit deur buitelanders.</li>
</ul>
<h3><strong>Ander aanbevelings:</strong></h3>
<p><strong>&nbsp;</strong>Die Paneel beveel aan dat ‘n nuwe Witskrif-proses gevolg word. Terwyl Agri SA altyd sal deelneem aan alle beleidsprosesse wat hul lede raak, is sodanige prosesse tydrowend en vereis aansienlike hulpbronne, ook in terme van belastingbetalers se geld. Vanuit Agri SA se oogpunt – soos uiteengesit in die Hoëvlak-paneel se verslag oor sleutelwetgewing – hou die hoof probleme geensins verband met beleid nie maar kan eerder toegeskryf word aan swak implementering, onvoldoende begroting en korrupsie. Hierdie is die aspekte wat prioriteitsfokus en -aandag verg.</p>
<ul>
<li>‘n Nasionale Grondhervormings raamwerk wetsontwerp: Hoewel daar meriete mag wees vir die formulering van wetgewing oor herverspreiding, is dit nie heeltemal duidelik watter aspekte sodanige wetsontwerp sal aanspreek en hoe dit gedoen sal word nie. Daar is aanduidings in die verslag dat hierdie wetgewing moontlik gebruik kan word om grond wat deur die munisipaliteit geïdentifiseer is geteiken en op gedwonge wyse bekom sal word vir herverspreidingsdoeleindes. Dit kom neer op ‘n uitnodiging vir korrupte praktyk en magsmisbruik. Tesame met voorstelle vir onteiening sonder vergoeding of teen minimale vergoeding, sal dit die onsekerheid in boerderygebiede vererger en verder bydra tot desinvestering in die landbousektor.</li>
<li>Onderverdeling van grond: Terwyl Agri SA saamstem dat sekere onderverdeling nodig mag wees, is hy van mening dat grootskaalse onderverdeling van ‘n skaars hulpbron in die afwesigheid van wetgewing om hoë-gehalte landbougrond te beskerm, gevaarlik kan wees vir toekomstige voedselsekerheid in ons land.</li>
<li>Grondskenkings: Agri SA het gewaarsku dat die getal boere wat in ‘n posisie is om grond te skenk nie oorskat moet word nie. Baie boere sukkel om te oorleef en ekonomie van skaal is ‘n meganisme vir hierdie doel. Daar is ook tans geen ware insentiewe in plek wat boere sal aanmoedig om grond te skenk nie.</li>
<li>Hertoedeling van waterregte: Hierdie is eintlik ‘n afsonderlike debat. Agri SA moet beklemtoon dat water ‘n skaars hulpbron in Suid-Afrika is en dat kommersiële besproeiingsboere ‘n geweldige bydrae tot voedselproduksie en uitvoerverdienstes lewer.</li>
<li>Registreerbare regte vir plaasbewoners: Die verslag bevat aanbevelings wat blykbaar neerkom op die bedoeling om verblyfregte te registreer vir mense wat op kommersiële plase woon en om dan daardie regte af te dwing in kompetisie met die regte van die huidige eienaar. Dit herinner aan die Grondverblyfswetsontwerp van 2010 wat destyds uiters kontroversieel was.</li>
<li>Aanbevelings wat verwelkom word, sluit die volgende in:
<ul>
<li>Maatreëls moet ingestel word om korrupsie uit te skakel;</li>
<li>‘n Grondoudit van openbare en privaat grond, met inagneming van die Agri SA / ADS/ <em>Landbouweekblad</em>-ouditresultate;</li>
<li>Vestiging van ‘n Grondhervormingsfonds;</li>
<li>Deursigtige keuring van begunstigdes;</li>
<li>Versterking van die kapasiteit van die Restitusiekommissie om die verwerking van eise te bespoedig;</li>
<li>Die ontwikkeling van uitkoms-aanduiders vir die monitering en evaluering van suksesvolle grondhervorming.</li>
</ul>
</li>
</ul>
<h3><strong>Die alternatiewe verslag:</strong></h3>
<p><strong>&nbsp;</strong>Agri SA het ook die alternatiewe verslag wat deur Dan Kriek en Nick Serfontein ingedien is bestudeer. Hierdie verslag fokus op die rol wat die vrye mark en privaat sektor in grondhervorming kan speel en bevat praktiese voorstelle oor hoe grondhervorming in die landbou op ‘n volhoubare wyse bewerkstellig kan word. Die belangrike elemente van die alternatiewe verslag is soos volg:</p>
<ul>
<li>‘n Grondbewaarplek;</li>
<li>‘n Grondhervormingsfonds;</li>
<li>Gesamentlike ondernemings;</li>
<li>Ondersteuning vir nuwe boere;</li>
<li>Aansporings vir deelname deur kommersiële boere;</li>
<li>‘n Sosiale akkoord</li>
<li>Seleksie van begunstigdes</li>
</ul>
<p>Agri SA ondersteun die beginsels van hierdie voorstelle in die breë. Ons is sterk van mening dat grondhervorming in boerderygebiede ‘n groot stap vorentoe sal neem met die vestiging van ‘n landbou-ontwikkelingsagentskap waar die privaat sektor ‘n leidende rol kan speel as drywer en finansierder van grondhervorming. Ons glo ook dat ons moet voortbou op bestaande beste praktyk soos uitgewys tydens die Bela-Bela-beraad verlede jaar.</p>
<h3><strong>Die pad vorentoe</strong></h3>
<p>AgriSA is bekommerd oor verskeie aspekte van die verslag en veral die kontroversiële aanbevelings soos hierbo uitgewys. Ons is van mening dat in plaas meer tydrowende konsultasieprosesse, ons eerder moet fokus op samewerking met die oog op die implementering van sinvolle projekte. Indien hierdie konsultasieprosesse egter wel ontvou, sal ons ten volle daaraan deelneem en verseker dat die ekonomiese realiteite wat nog nie voldoende in die verslag aangespreek is nie, ter tafel gelê word. Intussen sal Agri SA volstoom voortgaan met sy vele transformasie-inisiatiewe en die vestiging van ‘n Landbou-ontwikkelingsfonds.</p>

<li>The changing perceptions about cannabis around the globe, and its growing value raises a question of whether South Africa should put concerted effort into research on this crop so that policymakers can better assess if its production benefits could be balanced by measures to mitigate unintended consequences.</li>
<li>From a data perspective, in March 2019 the International Grains Council kept its estimate for South Africa’s 2018/19 maize production unchanged from the previous month at 10.7 million tonnes. This is down by 14% from the 2017 /18 harvest due to a reduction in area planted and expected poor yields in some areas, but marginally higher than the Crop Estimates Committee’s (CEC) estimate for the 2018/19 production season. While this is a welcome development, we remain concerned about maize yield expectations in the western parts of South Africa owing to dryness experienced in February and March.</li>
<li>South Africa’s weekly grain trade data is due for release on Thursday, 11 April 2019. This will mainly be maize and wheat. In terms of maize, we expect South Africa to be a net exporter in 2018/19 and 2019/20 marketing years, with about 2.3 million tonnes (white and yellow maize) and 1.1 million tonnes, respectively.</li>
<li>In terms of wheat, South Africa could remain a net importer in 2018/19 marketing year, but imports could fall by 36% year-on-year decline to 1.4 million tonnes.</li>

								<content:encoded><![CDATA[<p>While it remains a challenge to get a clear picture of the scale of damage to maize fields in Mozambique, Malawi and Zimbabwe after Cyclone Idai, my back-of-the-envelope calculations suggest these countries will collectively have to import more than 1-million tonnes of maize in the 2019/2020 marketing year to meet their domestic needs.</p>
<p>In the case of Zimbabwe, 2019/2020 maize imports could reach at least 900,000 tonnes to meet annual consumption of about 2-million tonnes. Meanwhile, Mozambique will most likely double its typical maize import volume of about 100,000 tonnes a year to fulfil a domestic need of about 2.3-million tonnes. For Malawi, imports could amount to at least 200,000 tonnes. The key question is where these countries will source these additional supplies.</p>
<p>In the recent past SA, Zambia and Mexico have been the main suppliers of maize to Mozambique, Malawi and Zimbabwe. But in 2019 conditions could change somewhat as supply from SA and Zambia is expected to be tight due to forecasts of poor harvests. If we assume SA’s expected production of 10.6-million tonnes materialises, the country could have only about 1.1-million tonnes of maize available for export. A&nbsp;large share of this will most likely be destined for Botswana, Namibia, Lesotho and Eswatini, which won’t leave much for Mozambique, Malawi and Zimbabwe.</p>
